Photograph of Brian Ross (left), SSE's Economics Adviser, taken on 29 September 2014 at the Conservative Party Conference in Birmingham, when he was in the midst of explaining to the Secretary of State for Transport, Patrick McLoughlin, why he should persuade the Chancellor to double Air Passenger Duty (APD) and use the money (3bn a year) to cut rail season ticket prices 'for hard pressed rail commuters' by 30%.

The function was generously sponsored by the aviation industry and they were pressing the Secretary of State to totally abolish APD. The Secretary of State welcomed Brian's counterpoint because it enabled him to say that there were opposing views and thereby he could completely duck the issue.
